چکیده
Fisheries experts now recognize that resource conflicts can be diminished and resources better managed when fishers and other resource stakeholders are more involved in management, and access rights are distributed more effectively and equitably. There is an increasing commitment by governments in Southeast Asia to policies and programs of decentralization and community-based management and comanagement. The planning and implementation of these management systems will require the development of new legal, administrative and institutional arrangements at both national and community levels to complement contemporary political, economic, social and cultural

Small-scale fishers possess a vast amount of local ecological knowledge (LEK) about the fish and fisheries of the Mekong River and tributaries in southern Laos. Between 1993 and 1999, a community-based co-management programme was implemented for the conservation and sustainable management of living aquatic resources in the Siphandone (4000 islands) Wetlands area of the Mekong River in Khong Dis...
متن کاملWho Brings in the Fish? The Relative Contribution of Small-Scale and Industrial Fisheries to Food Security in Southeast Asia
Amidst overexploited fisheries and further climate related declines projected in tropical fisheries, marine dependent small-scale fishers in Southeast Asia face an uncertain future. Yet, small-scale fishers are seldom explicitly considered in regional fisheries management and their contribution to national fish supply tends to be greatly under-estimated compared to industrial fisheries. Lack of...

~ oastal zone management (CZM), ~ a multidisciplinary activity par excellence. involves branches of the natural and social sciences in which the concept of overfishing has no operational meaning. Thus, fishery biologists working alongside representatives of other disciplines are often hard-pressed to define this concept, which is of crucial importance to fishery management. In an attempt to find new solutions to problems resulting from top-down approaches to resource conservation and sustainability, community-based co-management over an entire wetland ecosystem (comprising beels, seasonal wetlands, rivers and streams), not just a single water body, recognizes that local communities should have direct control over the management, utilization and benefits of local r...
متن کاملSocial Consequences of Excess Fishing Effort
Levels of fishing effort are defined as being excessive where they result in depletion of commercially valuable stocks and so threaten sustainable harvests. In many parts of Southeast Asia, this threat has been realized by the rapid expansion of commercial fisheries and the consequent increase in fishing effort. Southeast Asian fisheries are described as having a dualistic structure with distin...
